I'm sorry, I forgot about that. It's fixed in the upcoming release.
C:\>copy c:\ruby\lib\ruby\gems\1.8\gems\gen-0.26.0\bin\gen c:\ruby\bin\gen
Then create c:\ruby\bin\gen.cmd containing
@ruby "c:/ruby/bin/gen" %*
