If you are talking about a http://rubyonrails.org/ server, we have all set up some small internal ones. It is very easy once ruby is installed. We usually involve our system administrators for more permanent hosts. If you are talking about repository hosting, there are great open source repostory hosts already available. http://rubyforge.org/ and http://github.com/ are great examples.
