[Mongrel] [ANN] The (Potentially) New Maintainers

Since we're doing maintenance shuffles, should ask Rubyforge to move
the cgi_multipart_eof_fix gem into the mongrel project? I'm happy to
do so and it would probably save some people some confusion.
