Yep, it's not hard, the main thing is to read up on the Configurator and to create your own startup script. It's maybe 20-60 lines of code depending on how complex you want to get.
Take a look at the mongrel_rails script and the Configurator documentation in the RDoc:
I've also already done this for a company and they've given me permission to write it up and release it for other people to use.
