[Mongrel] HTTP 1.1 parser and non-standard request methods

Hey Doug,

Yeah, you're probably the 10th person asking for that to be relaxed so I'm
going to relax it in the next release.

But, I have to resolve how the ruby frameworks will handle this.  I'm not
sure what they'll do if handed an kind of request type.
