[Rant] Import vs Require

The import command has the advantage of calling an initialization method 
for the imported ruby file with the current rant compiler/application 
context, which is handy when needed. (Like when setting default var 
values when loaded).  Require can be used any modules that don't use an 
"init_import_...." method, but generally, that appears to be reserved 
for rant internals files.
