     He said, ``she said `Hello''', and moved on.

This in turn is interpreted by LaTeX with

     He said, "she said 'Hello"', and moved on.

The problem is ''' which needs to be '{}'' to make it clear which is a 
single quote and which is a double quote. The curly brackets are an 
optional separator between special LaTeX elements.
