[Ironruby-core] failure to loading assembly

I am trying to require a .net assembly and keep coming across this message.
 The assembly is not on a network location, so I'm not sure why it's upset.
 I can likely fix this by building the project from source, but-- any ideas
on how to fix this if I couldn't?

Below is the error message.
