  Updates RubySpecs and fixes bugs in FileOps, FileTest and Kernel. Also implements etc.rb to match MRI on windows.

The FileOps, FileTest, Kernel and etc.rb changes are duplicated in specupdate-cs so that they can be reviewed without the entire Rubyspec update
