[Ironruby-core] Code Review: Win32APIPlatformCheck

Ok. That gets me a little bit further.
gems use the tty? method on IO. which in turn calls

        [DllImport("kernel32")]
        private extern static IntPtr GetStdHandle(int nStdHandle);

        [DllImport("kernel32")]
        private extern static int GetFileType(IntPtr hFile);

obviously kernel32 doesn't exist. Will look at making finding the unix
equivalent for that.
But Win32Api does behave properly now
