[Ironruby-core] Where is open-uri and why it does not work?

Can you run c:\ironruby\ironruby\Merlin\Main\bin\debug\ir.exe C:\IronRubyProjects\IronRubyTasksApplication\foo.rb (where foo is the startup file for your program)?
