[Ironruby-core] Dev.bat and GEM_PATH

Should Dev.bat be setting the GEM_PATH like this:

%MERLIN_ROOT%\..\External.LCA_RESTRICTED\Languages\Ruby\ruby-1.8.6p287\lib\ruby\gems\1.8
or like this:

%MERLIN_ROOT%\..\External.LCA_RESTRICTED\Languages\Ruby\redist_libs\ruby\gems\1.8?
