[Ironruby-core] Green paper on IronRuby

Dunno ask Manning. Probably the answer will be marketing.
It's a white paper AFAICT.

and I would like to clarify for those that downloaded the paper there is an
error on the first page. The year rails was released this is 2005 and
obviously not 1994. It will be changed shortly.
