[Ironruby-core] BasicSocket.do_not_reverse_lookup patch

Hi Terence,
Nice patch.
Are you planning to continue to work on the Socket library?  I wasn't sure
and so I have been doing some work on it.  Perhaps we could work together?
I started creating some RSpec tests running for the library and added to the
functionality you have already produced.
I should have a patch of my stuff available next week.
