I don't think anyone has started work on a yaml parser. As for contributing, check out the somewhat videos on http://www.ironruby.net to get started, sign a contributor agreement (see the archives for instructions) and start coding!

There are numerous YAML parsers out there (including some .NET ones that have incompatible licenses).
