My rudimentary understanding of Mediawiki templates is that

1) They can be transcluded into other pages
2) You can pass parameters to them.

You can already transclude pages into others, in Instiki, using the 

    [[!include ...]]

syntax. You cannot, however, pass parameters to the transcluded page.

It would not be impossible to add a parameter-passing mechanism. I'd have to think whether the added complexity would really be worth the benefit.
