[Instantrails-users] conf_files directory

It could be better organized (this was inhrited from the EasyPHP fork), but
this is a list of all files that contain absolute paths and must be
"relocated" when IR detects that it is running from a new directory.

When IR does this it reads each of these template files, relocates the paths
to the new value, and writes the updated file to its expected location (like
apache\conf for httpd.conf).
