It may have something to do with a problem with scgi: see a writeup I did at
http://typo.dgrmm.net/articles/2005/11/17/scgi-caching-and-rewriting

If you scgi mount on /, routes work, but caching and static files don't work.

If you scgi mount on /scgi-bin/, and use the rewriting to get it there, then
your routes see the ugly /scgi-bin/ which wasn't there on other platforms -
unless you use the plugin I mention in that writeup to correct the problem.
