Yes, from the command line, e.g. when I tweak a skel file and want to
push the changes out. But I think I've fixed the problem.
The long story: Debian runs Apache (and thus CGI scripts) as user
www-data group www-data. So for comments to work, everything an upgen
can possibly need to write must be writable by www-data. I added myself
to group www-data, and chgrp'd and chmod'd everything in htdocs and
skel. Then upgens worked, but regens "dropped" the permissions on
index.hobix and index.search, causing successive comments to fail,
presumably because these two files are deleted and recreated on regen
as opposed to simply being rewritten. But a chmod 2755 entries/ fixed
