Jonathan - I may be blowing smoke, but what about taking advantage of
CGI's escape and unescape methods?

irb(main):009:0> CGI.escape "ruby+talk"
=> "ruby%2Btalk"
irb(main):010:0> CGI.unescape "ruby%2Btalk"
=> "ruby+talk"

Would that do the trick?  Just run CGI.unescape on your paramaters?
