Obviously the primary content should always be in English indeed. But
the main reason for providing a translation has little to do with the
ability to speak English; many people still prefer reading information
in their native tongue no matter how good their English is. So, in the
long term, providing translations for at least the most important
content is a must, and if we want to encode it in the URL as Peter
suggested, we need to take this into account from the beginning.
