[Blacklight-development] README now primary "getting-started"

I've moved all of the instructions from BLACKLIGHT_UVA_LIB to README. The
README is also now in RDoc syntax.

The BLACKLIGHT_UVA_LIB file is only a visual cue; "what project am I working
on here?"
