[Backgroundrb-devel] Trac not for general use?

Thats weird, Trac is open for patches and tickets. However, you need
to be registered with Devjavu for creating a ticket.
I just tried posting a sample ticket it worked.

You may have better luck trying with Devjavu support or something.
