[Alexandria-i18n-list] Commit'n'Log script

Hi,

for all those translators that commit using CVS: I added a simple script
"commit-po" to the po directory, that takes the name of a ??.po-file as
the argument, extracts the translators name, updates the ChangeLog file
from CVS (to avoid conficts), adds the appropriate message and commits
ChangeLog and ??.po.

I hope you find it useful, and I hope you don't mind me just commiting
it there. Comments and Improvements welcome, of course.
