Release Name: 0.9

Notes: Release 0.9 uses SWIG to generate the extension source. There are now two APIs: a low-level API that is essentially one-to-one with the SysVIPC C API, and a more Ruby-like high-level API. Examples of each can be found in the unit tests. Release 0.9 builds and passes unit tests under Ruby 1.8 and 1.9. Release 0.9 includes a gem. It has not been thoroughly tested. Feedback is welcome.
