Notes:
This is a small bugfix release that allows the use of the read only flag on the entire tag. It also makes invalid flags in the tag footer an error, instead of assuming there is no tag in the file.
Changes:
- Allow use of read only flag on tag itself
- Make any bad footer flags an error instead of assuming no tag exists
