If you're using a standard release from RubyInstaller, you don't need to worry about any of the headers. The install is designed so that it knows how to get them itself.

First, did you start out from the very beginning, with a fresh Ruby 1.9 install?

If so, then what's in the gem_make.out file? Also, run "gem list" and let me know what's installed.
