Sorry, I made a typo with my install steps. Under section 2) I used the value

export LD_LIBRARY_PATH=$DB2_CLI_DRIVER_HOME/lib

NOT

export LD_LIBRARY_PATH=$DB2_CLI_DRIVER_HOME/
