I certainly don't want to confuse you even more, therefore I need to back Praveen's recommendation in this case, given that you attempt to build the gem and the header files are not part of the IBM DB2 Driver for ODBC and CLI. But that, again, has nothing to do with how easy is to setup DB2 CLI on your client system once the gem is built on your OS of choice.

I hope this clarifies why you need the DB2 Client install to support your IBM_DB gem build. Once that gem is built you can easily deploy on any other similar OS server that runs only IBM DB2 Driver for ODBC and CLI.
