The system has really only been tested with ruby 1.8.7 and that might be causing your problem. The file referenced in the error message contains a list of countries so unless you are doing business in the Baltic sea (I think) you could just remove the offending line from the file. You notice that it has a funny multibyte character. I think that character is the problem though I am not sure as I do not have ruby 1.9.1 on my system. If you install 1.8.7 to replace 1.9.1 you probably will have to reinsall everything installed via gem.
