Lets take the second approach. in the window (as in your second image, settingenvironment.jpg) find the variable path under System Variables and suffix C:\Program Files\IBM\SQLLIB\BIN; to existing value and give a try.
Make sure after this value is set you open up a new command prompt (or cygwin shell).
