Yes, a release was a bit overdue, but QtRuby 1.4.9 is now on this site for download and includes a large number of improvements.

after more than year where is this project now? The last update was in September 2006 and I am wondering if I could use it for a project or if I should choose something else...

Yes, it is getting close I think. As you say, it isn't very easy to build on Windows or Mac OS X, and probably the most important thing is to have binary gems, along with a nice simple install process for everything else on those platforms.
On Windows in the current release (QtRuby 1.4.5) there is a 'show stopping' bug related to garbage collection, which really needs fixing for the next release.

Would you say that QtRuby is nearing the point where it is a cross-platform ruby gui toolkit with easy installation? I know it's not there yet (nothing is), but are we close?
Installing on OSX is a nightmare, but a binary build could be made easy enough.
I ask because I'm thinking of contributing to whichever gui toolkit is closest to this goal, to get that final bit done.
