Echoe has been updated to 3.1.1. Echoe is a Rubygems packaging tool that provides Rake tasks for documentation, extension compiling, testing, and deployment.

Changes in this version: remove Rake/contrib from the gem requirements and vendor it. Fix some load paths on Ruby 1.9.
