Another beta release of SQLite/Ruby. This should improve the ability of people to compile it for windows (I removed those pesky experimental API's), and I added a new-and-improved "bind" API for binding values to placeholders in SQL statements.

This is still a beta release, however, and API's may yet change. Do not use this in production unless you are willing to update your scripts with each subsequent release!
