I've released win32-taskscheduler today. The code was mostly Park's, although I cleaned it up quite a bit, added some things and wrote all the documentation. :)

I think the next thing to focus on is the next release of win32-file, which adds the security stuff (again, thanks to Park).

I think I'm going to remove the toplevel Win32 namespace from win32-file in the name of convenience and common sense.
